History
Rybinsk has a distinctive and interesting history. The town of Rybinsk had grown from a small settlement in the 11th centuries into Rybolovetsky Slobodka in the XVI-XVIII centuries, then turned into a large trade and shipment centre on the Upper Volga in the XIX century and has become a large highly developed industrial modern city.
Rybinsk was first mentioned in the records dating to 1071 as the Slavonic settlement of Ust-Sheksna on the territory of the present town. Till 1777 it was known as Rybnaya Sloboda, i.e. a settlement at first supplying fish for the Grand Duke's cuisine, then for the Tzar's one.
In the XVII c., Rybnaya Sloboda gradually was transformed into a posad's settlement (a posad is a trading quarter situated outside the city wall) which specialized in trade.
After Vyshnevolotzkaya (1709), later Mariinskaya (1808) and Tihvinskaya (1811) water systems came into operation and connected the Povolzhye with St. Petersburg, the Sloboda began to develop rapidly as a trade centre and a point of transhipping.
In 1777, the Rybnaya Sloboda was turned into the uyezd town of Rybinsk.
In 1778, the coat-of-arms of the town was established. It reflects a red shield with a bear holding a gold pole-axe in its left hand walking out of the river to the pier and two starlets.
In the XIX century Rybinsk was the largest trade centre on the Upper Volga. During the navigation period there used to assemble up to 2,000 vessels and about 150 thousand large haulers and stevedores.
After the railroad was put into operation in 1870, Rybinsk became connected with the ports of the Baltic Sea and St. Petersburg. With a stream of bread freights channelled via Rybinsk, the freight turnover of the Rybinsk piers took the third place in volume all over the Volga.
From the second half of the XIX c. the city of Rybinsk features an intensive growth of industry. In 1853, the Zhuravlevs merchants opened the rope-spinning yard, along with it grounding flour and shipbuilding production were developing rapidly.
In the pre-war period new large industrial plants producing aviation materiel, printing equipment and other machine-building production were built.
In the autumn of 1942, the Rybinsk hydroelectric power station began to produce electricity for the first time which supplied besieged Moscow with electricity. At present a powerful system of locks connects the Volga with the largest reservoir in Europe from which one can pass through to the Baltic and White Seas.

Rybinsk commodity producers are the second only after Yaroslavl in the volume of manufactured commodities of their own production dispatched.
More than 33,000 people are engaged in the city research-and-production complex.
What makes the city research-and-production complex so strong is its highly developed versatile machine-building, electric energetics, processing industries with high innovative potential which enables it to compete both in the Russian and world markets as well as facilitate optimum employment of their highly qualified workforce.
Processing enterprises are responsible for the major share of production that is 90% of the production. Enterprises producing and distributing electric power, gas and water, among which is "Kaskad Upper Volga hydroelectric power station" OJSC are responsible for 10% of the output.
The enterprises of the district and urban district specialize in manufacturing aviation engines, steamers and power installations, snowmobiles, ships and dredgers, water-craft for various purposes, road-rollers, reinforced concrete framing, printing equipment, multi-frequency cables, furniture, printing produce, software, etc.. Storing and processing grains, food production, namely of flour, dairy products, boiled meat sausages and mixed fodder are conducted on a large scale.
More than a half of the volume of industrial production is manufactured by the largest enterprises such as "Saturn" scientific production association JSC, "Vympel" Shipbuilding Plant" JSC, "Rybinsk Instrument making plant" OJSC, "Raskat" CJSC, "Rybinskkhlebproduct" CJSC. Large government orders have been placed with many of them.
The production of most above mentioned enterprises is delivered abroad: gas-turbine engines ("Saturn" scientific production association JSC), road-rollers ("Raskat" CJSC), cable paper, waterproof paper, bitumized paper ("Technical Paper" OJSC), locking-and-regulating pipe-line valves (accessories) ("Fobos" CJSC), wheat flour ("Rybinskkhlebproduct" CJSC) and other.
Development of small business entrepreneurship is also of great importance, in terms of employing disengaged personnel of large-sized enterprises, expansion of nomenclature of production and services offered, a growing source of income to the local budget. Small business embraces 34,400 people (25,4% of able-bodied citizens).
Transportation
Railway transport system connects Latvia and Estonia by broad-gauge line, it also ensures rapid movement of goods to the Pskov, Novgorod and Kalinin oblasts linking them with the North European part of the country, the Urals and Siberia (Bologoye-Rybinsk-Yaroslavl spur line).
A system of hydraulic constructions (locks) handles goods shipped along the Volga and actually links Rybinsk with all river and sea ports of the country.
There are several Federal highways of regional importance running through Rybinsk. Among them are Sergiev Posad - Kalyazin - Uglich - Rybinsk, Yaroslavl - Rybinsk, Cherepovets - Rybinsk.
There is an aerodrome in the Rybinsk municipal district located 7 km away from Rybinsk in poselok Staroselye. In addition, the service is executed by "Saturn" scientific production association JSC's own airline company.
Communication
Automatic telephone communication provides connection with all regions of the Russian Federation as well as with 125 countries of the world.
"Yartelecom" OJSC, a branch of "Tsentrtelecom" OJSC, offers its services of transmitting data via the global Internet computer web system and INFOTEL system.
The range of territories covered by cellular communication system is steadily expanding. The operations of mobile communication of "Yartelecom" - Tsentrtelecom" branch of OJSC, "Yaroslavl - GSM " CJSC, "Mobile Telesystems" CJSC , "BeeLine - GSM" OJSC, "Megaphone" OJSC ensure intercity, toll and international telephone connection.
An integral part of personal radio search network on the territory of the Russian Federation is paging communication of "Yartelecom" - Tsentrtelecom" branch of OJSC.
Natural Resources
In close proximity from the city in the Eastern industrial zone there are extensive resources of Loginov clay mine which can be utilized for the construction of ceramic brick production plant. Clay deposits are big enough to provide the activity of the plant within the span of 44 years.

Agriculture
Volume of shipped agricultural goods domestically produced by large and middle-scale organizations of all kinds of economic activity in the Rybinsk district and Rybinsk urban district for the 2005 amounted to 680.3 million roubles, that is 21.5% of the Oblast's volume (ranked second).
Science and Education
Rybinsk system of vocational education is represented by 9 state primary and 6 secondary institutions. These include: the Rybinsk Aviation College, Rybinsk Polygraphic College, Teachers' Training College, Rybinsk River Navigation College, Medical School and Polytechnical Technical School. All these institutions have been licensed and accredited. Studies are conducted in more than 120 specialties among which are: machine men, machine-operators of every description, gas-electric welders, tool-makers, electricians, maintenance men, lathe operators, radio and television communication erectors, radio fitters, riggers of sanitaryware and outtakes, plumbers, and other professions in the services sector.
Training of specialists of the highest qualification for industrial enterprises of the city and district is primarily conducted by the Rybinsk State Aviation Technological Academy named after P,A. Solovyev (RSATA). At its 7 departments (aviation-power plant construction, aviation technology, radioelectronics and information science, socio-economy, etc.) training is performed in 70 educational programmes in more than 20 engineering specialties and branches.
In addition, new branches and representative offices of the following higher educational institutions were opened here: MESI, MUBiNT, Moscow Academy of Water Transport, St. Petersburg Academy of Forestry, Moscow Printing Institute, Moscow State University of Service, Volgo-Vyatsk Academy of State Service, Yaroslavl State Pedagogical University, Modern Academy for the Humanities.

There are unused plots of land in the eastern industrial zone of Rybinsk, and at some enterprises and organizations of the city there is nonoperating manufacturing property which can be used as the foundation for the accommodation of new production bases.

Tourism
Among the towns and cities of the Upper Volga Rybinsk has always played one of the most vital parts. It was first mentioned in the chronicles dating back to the XI century. Later every century added some symbolic meaning to its fate. One can understand and follow the history of "barge hauling" when "the Volga which was up to 230 sazhens (1 sazhen=2 m 13 sm) was entirely coveted by a mass of ships so that it was impossible to find a place to make a move", beginning with Rybnaya Sloboda, the forerunner of Rybinsk, which supplied the tzar's cuisine with "up to 500 sterlets a year which gave it great privileges. It turned into a rich merchant town, an important shipping point on the Upper Volga. Later with the construction of the Rybinsk hydraulic power plant and Rybinsk Reservoir it has become a "Port of Five Seas" and finally a large modern industrial centre of Russia.
It is not surprising that Rybinsk incorporated the contrasts of rich heritage and modernity thus creating an unforgettable local colouring which attracts both Russian and foreign tourists. Among them are the Transfiguration of the Saviour cathedral, which is referred to as "The Beauty of the Povolzhye"; the Kazan church, which has preserved the remains of the late Yaroslavl frescoes. Of great interest are the old and the new bread stock exchanges; the Polish Roman Catholic Church and many others.
It is these relics of the past that gave birth to the so called "cultural industry" i.e. the birth of the Rybinsk museum preserve (housing more than 100,000 museum items), the Molog Museum (a museum of the submerged town); the Academician A.A. Ukhtomsky Memorial House-Museum; the Rybinsk Drama Theatre, Puppet Theatre, Centre of Folk Crafts and others. With them are organically interspersed such festivals and red-letter days and holidays as "Rybinsk Fishing", "Rybinsk Land," "Yarilina's Public Merrymakings", "City Day", "Merchant's Day", "International Choral Singing Festivals named after V.Sokolov" and many others.
Of late an "industry of entertainments has been rapidly developing. It has become an integral part of modern Rybinsk image. Casinos, billiards and bowling clubs, game-playing halls are being put into service.
Extremely popular with the people pf Rybinsk is Skiing Centre, located nearby the city in the settlement of Demino in a picturesque and ecologically clean zone on the spit of the Volga and Kolokshi Rivers. A 5 km long ski-rolling track, a 5,000 spectators' stand, some premises for the start preparation of skis and skiers, a new stadium with asphalt covering, a parking place for accommodating 200 automobiles have been built there. On its territory have been built 24 up-to-date cottages equipped with a kitchen, sauna and fire-places.
On the territory of the sports centre also operate a caf?, mini-market, grill-house, sports grounds. Available are a variety of sports equipment: skis, skates, pneumatic sledges, boats, ski rollers, table games.
Near the city in a picturesque location of pos. Kstovo there is an after-work sanatorium of the "Saturn" scientific production association JSC and All-Russia health-centre named after Vorovsky; on the bank of the Volga River is located "The Black River" children's health centre of the Oblast's importance where children can have a rest and take a course of treatment all the year round.
The tourist potential is considerably promoted by "Yakunniki" recreation centre, "Selehovo" hunting and fishing base. Resort conditions of this location, proximity to transportation junctions, infrastructure and recreation zones, all these are aimed at facilitating active rest of the inhabitants of the district, region and Oblast.
The network of hotels for 570 places incorporates the following hotels: "The Rybinsk" Hotel Complex OJSC, "The Volga", "The Zvezdnaya", "The Guest House", "Kolos" and other.
Tourism is a sector of economy gaining speed particularly swiftly.
