Understanding the great importance of the social issues the Governor of the Yaroslavl Region initiated the program “From Surviving to Well-Being” aimed at establishment of advantageous life conditions for Yaroslavl dwellers.
Resulting from successful economic development per capita income level has grown. In this characteristic the Yaroslavl Region for several years ranks third in the Central Federal District after Moscow and the Moscow Region.
A year ago priority national projects were adopted and their realization began under the direction of Dmitriy Medvedev, the first vice-prime minister of the RF Government.
The Administration of the Yaroslavl Region has already realized many programs that became key ones in the context of the national program “Education”. Five years ago implementation of the goal-oriented program “School bus” has started. Its main goal is to increase education quality in rural areas. The development program has determined several base schools that were stuffed with leading teachers, equipped with modern computer machines and subject classes to teach chemistry, physics and other subjects. More than 150 special school buses deliver schoolchildren from villages and rural settlements to these schools. The Ministry of Education of Russia has highly appraised the Yaroslavl practice and the program “School Bus” has become a constituent part of the national project.
Implementation of the normative financing of school education is one of the paramount goals of the region and the Government of the RF. Since 2003 the budget of the Yaroslavl Region finances educational process in schools on per capita principle. City and rural schools have different norms, which are progressively growing.
Competitive recovery of education is impossible without implementation of modern technologies, and first of all without computerization of all schools and their connection to the World Wide Web. To perform this task a united telecommunicational network is being created on the territory of the region, which will let connect rural schools to Internet.
In the context of the Charity Program “Window to the World” 35 young disabled people from Yaroslavl will receive computers with free Internet-accounts (many of these young people can see the world only through windows of their rooms, because they can not go outside). Disabled people will get the opportunity to communicate, to get education and find work – the whole world will open for them.
With the support of the Administration of the Yaroslavl Region the individual program of disabled people rehabilitation started in Yaroslavl, the city being one of the first Russian cities that began realization of similar programs. The Health Examination Agency (former Medical Labour Expert Committee) issues a document with a list of profession this or that person can be engaged in. So disabled people get the opportunity to register at labour exchange offices and find work. The Regional Center of Creative Rehabilitation of Disabled People works in Yaroslavl. Amateur performance groups and hobby groups work in the Center, people can visit recreation parties, theatrical group actively develops.
The Administration of the Yaroslavl Region plans to allocate 113 million rubles to strengthen the resource base and to buy additional diagnostic equipment for patient care institutions that render primary medical care. 28 million rubles are planned for purchase of new ambulance cars, two reanimation cars for air medical service and about 70 ambulance cars. In 2006 the Yaroslavl Region will thoroughly equip and open 7 ambulance stations and offices of general practitioners.
An individual program of renovation of patient care institutions that render primary medical care has been adopted in the Yaroslavl Region. In 2006 the budget of the region allocated 97 million rubles for major repairs of medical-obstetrical stations, district hospitals, nursing care houses, and creation of ambulance stations and offices of general practitioners. Medical attendants will be able to use 32 new ambulance cars.
The Administration of the region has developed a number of measures that will influence demographic situation in the area. Birth rate stimulation program and support program for large families have been adopted. Coordination Council in demographic issues was established to carry out demographic politics on the territory of the Yaroslavl region and create conditions for posterior demographic growth.
For some years now the region organizes different contests and festivals to attract attention to and support strong families and families with many children. The Administration has determined a special grant for families on the occasion of birth of children. This grant is being constantly adjusted (the grant was last increased in 2007).
In the context of the national project “Health Protection” a construction of the regional perinatal center of the world level was undertaken; when opened the center plans to accept about 5,5 thousands childbirths a year. The center will render complex obstetric-gynecologic and neonatal help to pregnant women, obstetric patients of high-risk groups and newborn children. A hospital for 180 places with resuscitation department, outpatient and polyclinic station and day hospital, departments of functional and radiodiagnostics, and family planning center will open on the basis of the perinatal center. The main goal of the establishment of the new center is maximum reduction of infant and maternal mortality.
The Administration lays down a program of population mortality reduction. Two projects of modernization of oncological and cardiological services are under way. Now Yaroslavl observes the establishment of a modern oncological service; a credit of 25 million Euros will suffice for its development. Administration also designs a project of construction of the new operational and reanimation surgical center. It will be used for operations with use of expensive modern medical technologies on a twenty-four hour basis. Modernization will result in maximum reduction of patients with cancer among able-bodied population of the region and increase of case detection of patients with 1st – 2nd cancer stages.
Regional Cardiological Service on the basis of the Regional Hospital has already experienced modernization. In December 2006 the modern cardiosurgery center has begun its work and now it manages in Yaroslavl stenting and shunting operations, suturing of cardiac valves and treatment of innate valvular defects.
The charity program “From Heart to Heart” works in the region. It helps to save seriously ill children – they timely undergo unique and expensive operations in Moscow hospitals.
Modernly equipped Children Diagnostic Center has begun its work in 2003 in Yaroslavl. Children from all parts of the region can undergo thorough examination; specialists will recommend proper treatment and preventive measures to be taken. This center helps improvement of medical care for children.
By 2010 a new building of mental hospital for 500 places will be constructed, which will considerably improve hospital stay conditions and sanitary standards compliance.
Project of construction of dwelling houses for young families is being successfully realized in the region for some years now. A goal-oriented program of state support in mortgage lending sphere has been adopted this year; it will help 1,2 thousand families to improve their housing conditions. Regional Administration and municipal districts will on parity basis compensate from budgets a share of initial instalment by drawing up of a mortgage credit for families that will be unable to pay these expenses fully. We will be able to allocate up to 200 thousand rubles and pay off no more than 30% of cost of housing under construction.
The Yaroslavl Region does not dispose of large natural resources; that is why the most important prospective project is development of innovation potential of the region. The regional authorities plan to establish a large federal university on the basis of several Yaroslavl institutes of higher education. The new united university will join the best personnel, educational methods and practices; all that will let the university compete with foreign educational institutions. In the context of this project we plan to improve higher education quality, strengthen resource base of higher education institutes and create a basis for large science researches, which will later be introduced in Yaroslavl enterprises.
