In
June 2011 Jaroslavl took the 8th place in the Top Ten most perspective towns
in Russia according to the weekly ‘Russky reportyor’, surpassing the ‘million
towns’ - Perm and Ufa. The experts consider Yaroslavl to be the second in
central Russian after Moscow judging by all indicators.

Russian
edition of the Forbes magazine recognized Yaroslavskaya oblast as the 20th in
the top thirty best regions for business in May 2011. Yaroslaviya has been short-listed thanks to
the good budget characteristics, comfortable business environment, business
climate adn level of infrastructure development.

The
‘Secret of the firm’ magazine gave Yaroslavl the 45th place in the Top-100
towns of Russia. The magazine’s journalists were grading the towns’ potential
judging by the population size and several indicators: buying capability;
budget expenditure per capita; self-sufficiency of the town treasury from the
federal centre; non-tax revenue; profit and deficit of the budget.

The
region may also take into account the high grade of Sergey Yastrebov in the
ratings of governors’ informational openness, which makes the transparency of
the regional government evident. According to the data from the Institute of
political research, during the second
quarter of 2012, the head of the Yaroslavskaya oblast received 7,33 points,
which made him of of the most accessible newsmakers among his counterparts in
other regions.

Research
of the ‘Public opinion’ foundation has been instructed by the chairman of the
Russian Federation government Dmitry Medvedev to name the Yaroslavskaya
oblast one of the most ‘uncorrupt’ regions of Russia. Answering the question
‘Did you come across any civil servant who would ask you for or expect any
unofficial payment from you for his services in the past one-two years?’ the
Yaroslavl residents gave negative responses more frequently, which allowed
the region to take the 73th place in the ‘anti-rating’ of 83 Russian
subjects.

According
to the research company GVA Sawyer in May 2011 Yaroslavl became the first
among the Russian towns in terms of hotel rooms (5,77) per thousand
inhabitants. According to the experts’ forecast, this figure will grow by 40
per cent in the near future. In Moscow in two years time the hotel room
provision will grow by 32,4 per cent and will come to 2,5 rooms per thousand
people, which will still be less than
that of Yaroslavl. The indicators forecast for Saint-Petersburg are slightly
better - in 2013 the Northern capital will have 3,22 rooms.

In
the independent rating of the World Bank ‘Doing business in Russia - 2012’
that has been based on the opinions of merchants, Yaroslaviya took the eighth
place out of the thirty regions leaving Moscow and St-Petersburg behind. The research covered four areas of
regulation, which are all responsibility of the regional administrations,
which differ depending on the location - ‘Registration of enterprises’,
‘Receiving permissions for construction’, ‘Connection to the energy supply
networks’ and ‘Registration of property’. The experts
recognized that enterpreneurial activity is regulated efficiently in the
Yaroslavskaya oblast, and that is one of the main criteria when grading the
government’s work in that field. Apart from that, the rating results have
shown that the basis for the
success in any region is pretty much determined by the will and vision of the
political leader, whether it is governor, minister or mayor. Once the reforms
have been put in place the winners are: the companies, which are saving time,
money and nerves; and the local people - once the local and regional budgets
have increased and due to the creation of new highly-paid work positions that
appear thanks to the development of the local companies and arrival of the
new ones.

At
the end of 2011 the agency Fitch Ratings raised the long-term ratings of the
Yaroslavsky region in the foreign and national currencies from ‘BB-’ to ‘BB’,
as well as the long-term rating on the national scale - from the ‘A+(rus)’
level to ‘AA(rus)’. Ratings forecast - ‘Stable’ Short-term rating of the
region in the foreign currency has been confirmed to be at the level ‘B’. The
ratings carried out are for the internal obligations of the region in the sum
of 4,8 billion roubles included in the circulation.
All
of that demonstrated good indicators of the budget fulfillment of the
Yaroslavskaya oblast, underlined by the economic growth, which supports the
increase in tax revenue and takes into consideration the reduced debt of the
region according to the international standards. The ratings also take into
account the not-so-flexible operational costs and the short-term structure of
teh debt.

In
the rating of the top hundred towns of Europe put together in May 2011 by a
Berlin website citymayors.com Yaroslavl was on the 68th place, right next to
the Scottish Glasgow and the not-so-European Khabarovsk.
