Yaroslavl
Region got into top ten regions that will be used as a blueprint for developing
common ‘climatic conditions’ for comfortable investment. In spring the regional
government signed an agreement on co-operation with ANO ‘Agency of strategic
initiatives regarding the facilitation of new projects’, and a tri-lateral
agreement with the ‘Agency of strategic initiatives’ and an all-Russian social
organization ‘Delovaya Rossiya’.
‘Yaroslavl
Region already has a good amount of experience working with investors - as
evident from the dynamics of investments attracted to the region in the recent
years, - says the CEO of ‘ASE’ Andrey Nikitin. - And having such a partner is
very important for us. The agency is not a science research institute, as we
work with the regions and accumulate the best regional work experience with the
investors. Therefore, at the first stage it is very important for us to
cooperate as closely as possible with the regions that have their own success
stories. Hence the agreement will allow us to take in the experience of the Yaroslavl
Region and help it implement specific projects.
‘The region is signing this
contract in the initial order, - as underlined by the ‘Delovaya Rossiya’
president Aleksandr Galushka. - That means that a conscious decision concerning
introducing a standard for the improvement of the investment climate has been
made. And that demonstrates the
leadership’s focus on the development, introduction of modern ideas and best
methods’.
Representatives
of the regional businesses literally became co-developers of the ‘Standard of
the Yaroslavl Region executive leadership’s activity for the provision of a
pleasant investment climate in the region’: a group of experts that include
representatives of small and medium regional businesses and representatives of
large investors, took upon itself to control the work carried out by the regional government concerning the creation
of the road map of the project.
‘Introduction of the Standard on the basis of
experience of successful regions is a ver important and relevant topic. The
formation of the investment environment that takes into account the best
regional practices will only be facilitating income of investments into the
region, as for the business in the Yaroslavl Region, it will be just another
development tool for them, - the head of the group of experts Aleksandr
Goncharov comments. - Yaroslavl Region has a good investment potential, and
most of the elements of the standard have already been implemented in the
region. For example, we have a
specialized organization that focuses on attracting investments and working
with the investors functioning here - a governmental enterprise ‘Agency of investments
and cluster development’ of the Yaroslavskaya oblast. Another very important
standard: ‘presence of accessible
infrastructure for placement of production or other objects of the investors’ -
has also been mostly implemented. There is an innovational park called
‘Sinergiya’ operating in the region, as well as a limited liability company
‘Pereslavsky tekhnopark’, a public company ‘Yaroslavsky industrialny park’ and
a governmental institution ‘Business-incubator’.
As for
the other fundamentally important business standard - mechanisms of professional training and re-training in
different specialties that are in line with the requirements of the investors,
there is a regional target program operating called ‘Provision of the priority
directions of the economic development of the Yaroslavskaya oblast with
qualified staff and specialists’. In the framework of the program there are
mechanisms being formed that focus on interaction between the primary and
secondary professional education and the economics on the basis of a
socio-governmental order; a development of the profile development of the
preparation of qualified staff that are a priority for the regional economy is
already going on; modernization of the organizational structure of primary and
secondary professional education institutions in conformity with the
socio-economic regional development priorities and amelioration of the
education-material base are also taking place.
Apart
from this, a road map of the development of the professional education for the
modern pharmaceutical production cluster and innovational medicine of the Yaroslavl
Region has already been created.
As for
the level of education and staff training in the Yaroslavl Region, according to
the ratings on readiness of the regions for the construction of the informational
field (http://eregion.ru/) Yaroslavskaya oblast has been recognized as the best
region of Russia in terms of utilising of the information technologies in the
education.
There is
no doubt that the region has yet to improve certain areas and not all of the
aspects of the standard have been implemented, but, nevertheless, at present
the businesses are feeling rather comfortable in the region. This reaffirms the
high position given by the ‘World Bank’ rating poll to the Yaroslavl Region this
year.
